He was speaking this morning at an ethics conference in Midrand, under the theme, 'Seeking the Ethical Foundations of the South African Nation'.
Netshitenzhe, who is also the director for the Mapungubwe Institute for Strategic Reflection, says the mention of the word 'ethics' evokes all kinds of concepts that generate indignation.
"State capture, the Hawks, the South African Revenue Service, National Treasury, Nkandla and so on stand out in the current discourse."
He says this conference seeks to probe whether there is ethical foundation to the country's democracy.
Conference speakers include former Constitutional Court judges Justice Yvonne Mokgoro and Justice Albie Sachs, Anglo-Gold Ashanti Chair Sipho Pityana and former Minister of Finance Trevor Manuel.
